A Large-Scale Scientific and Industrial Biotechnology Cluster to Be Established in Tatarstan

The Government of the Republic of Tatarstan has approved a long-term biotechnology development strategy through 2035. The document outlines the development and implementation of 61 projects, including 9 production projects, with total investments amounting to 112 billion rubles.

Tatarstan plans to construct plants for the deep processing of plant- and animal-based raw materials. This year, a project for the primary processing of bast crops with an annual capacity of 19,000 tons is set to be launched. By 2028, a grain processing facility with an annual capacity of 500,000 tons is scheduled for establishment. The strategy also includes projects for the production of biogas and organic fertilizers, the cultivation of miscanthus, flax, and hemp, the development of dairy farming using applied genetics, and the production of rice-based bio-fire retardants.

Approximately 1 billion rubles is planned to be allocated to biotechnology research and laboratory equipment. Seventy percent of R&D expenditures will be covered by subsidies from the federal budget.

The strategy is expected to reduce the share of critical biotechnology imports from 76% to 51%. At the same time, Tatarstan aims to increase the export volume of biotechnology products tenfold and boost the production of critically important biotech products by 72.7%. The number of new developments and startups is projected to grow by around 17%.

Additionally, in December 2025, construction will begin on a new 900-hectare special economic zone named Alabuga-Mendeleevsk. The volume of agricultural production in the region continues to grow, and Tatarstan is actively attracting investment into the chemical industry. According to a number of experts, Tatarstan is seriously positioning itself to become a leader in the biotechnology sector.
